propaganda work is confronted with many

difficulties, though it has not been completely

handicapped.

It is for this reason that our policy (set

down below) towards Japan should remain

unchanged: -

(1) To organize and help strikes in Japan.

(2) To finance Japanese revolutionists and

the Anti-Imperialism Party. To promote

boycotts, and help the Anti-Japanese

party in China.

The present Political situation in Chine is as

follows :-

(1) The work set up in Canton against the

Nanking Government and Marshal Chiang,

has now been completed.

(2) Shanghai is the most important place as

it is nearest to Nanking.

The proletariat is willing to finance

Russia and help her in all constructional

work, which is now well organized.

(3) Judging by all its actions, the Nanking

Government is really hostile to our

country.

(4) Marshal Feng Yu-hsiang would co-operate

with Russia upon suitable terms.

The proletariat of all those provinces under Marshal Feng's control is willing

to help Russia, and the Governments of

Sinki ang and Mongolia are also well

within the Russian sphere of influence. Should Marshal Feng know of o aim he

would naturally be willing to co-operate.

with Russia.
